Postal Explorer (pe.usps.com) is your source for up-to-date mailing standards. The Domestic Mail Manual is fully searchable on Explorer and features fly-out menus, cross-reference links, and an extensive subject index. Today we updated our mailing standards to capture the following changes:

 

Postage Due Weight Averaging Program

We added new standards in 705.19.0 for the Postage Due Weight Averaging program. The program is for customers with a qualifying volume of postage due Merchandise Return Service and Bulk Parcel Return Service pieces, and it reduces verification time and provides a structured process for these mailpieces.

 

Optional 3-Digit Sort for First-Class Mail Parcels

We revised 435.1.3, 435.1.4, and 435.4.4 to make the preparation of 3-digit sacks optional for mailers preparing First-Class Mail parcels.

 

Change-of-Address Orders for PO Box Customers

We revised 508.4.0 to allow customers with residential Fee Group E Post Office boxes to file individual change-of-address orders.

 

BPM and Parcel Select Mailing Fees

We revised 453.1.5, 453.3.0, and 463.1.2.5 to clarify the Bound Printed Matter (BPM) and Parcel Select destination entry mailing fees.

 

CIN Codes

We revised 708.1.3 and 708.6.1.4 to restore content identifier number (CIN) codes for enhanced carrier route letters and rate level headings for Periodicals letters sorted to AADC and mixed AADC destinations.

 

Labeling Lists

We revised the labeling lists to reflect changes in mail processing operations.
